Monsignor Joseph Fenton was one of the most optimistic Catholics prior to the second Vatican council. He believed that the council would solidify the truths of the magisterium and help to clarify doctrine. Monsignor Fenton even assisted in drafting the preparatory documents in Rome. But as the actual council began to play out, the Monsignor realized that things were not going the way he had envisioned.
