In the late 19th century, Pope Leo XIII took a surprising step: he reopened the question of whether Anglican holy orders were valid. For centuries, Rome had viewed Anglican ordinations as invalid, considering their clergy outside Catholic apostolic succession. But when the special papal commission deadlocked over the issue, the final decision fell entirely to Leo himself.
