A concordat is a treaty between the Holy See and a sovereign nation on the regulation of ecclesiastical affairs. The Catholic Church currently has more than 100 such agreements with countries all over the globe.

The concordat with the Protestant canton of St. Gallen was signed by Pope Pius IX in 1847 (the pope who gave us Vatican I), allowing the local diocese to choose the bishop, with the pope only playing a formal role in confirming the choice.

Some are claiming he should just break the law and violate the treaty, basically blowing up the concordat and starting a minor war with St. Gallen - but that simplistic answer betrays a lack of understanding of how treaties work. If Rome is unhappy with the results of the treaty, its only recourse would be to renegotiate the treaty's terms to give the Holy See greater say.
