While the government shutdown continues, the Immigration and Customs Enforcement (ICE) is flush with cash. To boost recruitment, Homeland Security is offering a maximum $50,000 signing bonus and even student loan forgiveness to those interested in joining the force. However, more than one-third of the new recruits are reportedly failing fitness requirements, drug tests, or have criminal records. Capitol Hill Correspondent Erik Rosales reports.
