With hurricane season just weeks away, an internal report warns FEMA is “not ready” to handle major disasters. The report, created by new acting director David Richardson, cites staffing and contract issues and urges FEMA to refocus on its core mission. Lawmakers are sounding the alarm, with some blaming efforts by the Trump administration to eliminate the agency.
